Ten ministries/administrations initiate special action on standards

Ten ministries and commissions including SAC, NDRC, MIIT, MOA, MOC, PBOC, SASAC, AQSIQ, State Forestry Administration and National Tourism Administration, jointly initiated a special action on standards comparison and compliance across the country on January 16, 2018.

In the special action, SAC together with relevant department s of the State Council will organize quality inspection departments at provincial level and relevant industrial department s to define the cities participating in the special action and let the cities recommend enterprises with advantageous and characteristic businesses to voluntarily take part in the action, shaping the situation with the involvement of 10,000 enterprises of 1,000 sectors from 100 cities.

The event was addressed by AQSIQ Vice-Minister and SAC Administrator Tian Shihong, who stressed that the specific action started a new journey with comprehensive standardization construction, which help carry out the national quality improvement campaigns and promote quality improvement by advanced standards.

Four key points are highlighted in the special action, namely taking enterprises as subject, standards comparison as mainline, improvement as target and service as foundation. A sound and coordinated system shall be built with the joint efforts of industrial sectors, leading role of municipal governments, driving force of local standardization departments as well as the interaction effect of technical service organizations, Tian said.

According to the action, through standardization work, domestic product and service quality shall be significantly improved, industrial development steadily improved, regional quality level entirely upgraded and transformation towards new momentum realized by 2020, forming the quality advantage with technology, standard, brand and service as its core elements.

The special action, lasting from January 2018 to June 2020, are divided into three stages:

• The first stage starts from January 2018, selecting 30 cities with good standardization practices to set examples of pilot and demonstration work and solve difficult problems;

• The second stage starts from September 2018, choosing 50 cities to promote the action across the whole country based on the experience of previous stage;

• The third stage starts from January 2019, involving 20 cities.
